I don't drill early game as a small nation because it can hamper my eco but really it depends on how aggressive you play. If you have down time and money then yea you should be drilling with every army you can (professionalism gain is a function of how much of your force limit is drilling), but if you're always at war don't worry about it.Drilling is actually very slow at increasing it. You need to drill 100% of your forcelimit for a year to get 1%, which is the same as you get from recruiting one general. Drilling for a year in early game means not expanding, while paying full price for maintenance and risking getting stackwiped if anything goes wrong.
